{"id":1739,"date":"2026-02-04T12:26:56","date_gmt":"2026-02-04T04:26:56","guid":{"rendered":"https:\/\/esca.hk\/new\/?p=1739"},"modified":"2026-02-04T12:26:56","modified_gmt":"2026-02-04T04:26:56","slug":"labour-department-revised-guidance-notes-on-safe-use-of-mobile-elevating-work-platforms","status":"publish","type":"post","link":"https:\/\/esca.hk\/new\/en\/latest_news-en\/labour-department-revised-guidance-notes-on-safe-use-of-mobile-elevating-work-platforms\/","title":{"rendered":"Labour Department Revised &#8220;Guidance Notes on Safe Use of Mobile Elevating Work Platforms&#8221;"},"content":{"rendered":"<p>Dear Sir\/ Madam,<\/p>\n<p>&nbsp;<\/p>\n<p>The Labour Department (LD) launched the revised &#8220;Guidance Notes on Safe Use of Mobile Elevating Work Platforms&#8221; (GNs) today to call on duty holders of workplaces to enhance safety measures in preventing accidents.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>In response to accidents involving mobile elevating work platforms (MEWPs) at various workplaces in recent years, the LD has revised and renamed the original \u201cGuidance Notes on Safe Use of Power-operated Elevating Work Platforms\u201d, incorporating common causes of the accidents and preventative measures.\u00a0 Major revisions include:<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ul>\n<li><strong>further specifying training requirements for operators, <\/strong>including both theoretical and practical training.\u00a0 After the completion of the training, operators should duly pass appropriate assessments to become competent operators; and<\/li>\n<li><strong>adding new operational requirements: <\/strong>\n<ul>\n<li><strong>installation of effective secondary guarding devices<\/strong> to eliminate the risk of workers being trapped by overhead or adjacent structures or obstacles;<\/li>\n<li><strong>conducting regular non-destructive tests on critical load-bearing components<\/strong> to ensure load-bearing structures and supporting structures of MEWPs are in good condition; as well as<\/li>\n<\/ul>\n<\/li>\n<li><strong>formulating emergency rescue plans<\/strong> to respond to emergency situations so as to reduce injuries and fatalities.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><strong>A grace period <\/strong>is provided for<strong> the new requirements of operator training <\/strong>and<strong> installation of secondary guarding devices until 31 December 2026<\/strong> (<strong>i.e. taking effect on 1 January 2027<\/strong>).\u00a0 The industry must seize the time to make sufficient preparation before the grace period expires.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li>The GNs can be downloaded from the LD\u2019s website (<a href=\"https:\/\/www.labour.gov.hk\/eng\/public\/os\/C\/EWP.pdf\" target=\"_blank\" rel=\"noopener\">www.labour.gov.hk\/eng\/public\/os\/C\/EWP.pdf<\/a>) .\u00a0 Enquiries on the GNs can be made at 2542 2172.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>Best regards,<\/p>\n<p>&nbsp;<\/p>\n<p>(CHOI Yuen-ching)<\/p>\n<p>for Commissioner for Labour<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Dear Sir\/ Madam, &nbsp; The Labour Department (LD) laun [&hellip;]<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[36],"tags":[],"class_list":["post-1739","post","type-post","status-publish","format-standard","hentry","category-latest_news-en"],"blocksy_meta":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v24.6 -
